The Planning Inspectorate issued its recommendation to the Secretary of State on 17 April 2014, after which the government was given three months to make its final say.
The wind farm located around 13 kilometers off the Sussex coast will cover an area of up to 167 square kilometers.
The project will have a total capacity of up to 700MW and will be able to power around 450,000 homes.
