New Jersey BPU Seeks Offshore Wind Consultancy Services

On October 15, the New Jersey Department of the Treasury issued a Request for Proposal (RFP) on behalf of the Board of Public Utilities (BPU), calling for consultancy companies to apply for the provision of offshore wind economic analysis and assistance with evaluation of proposals.

The document states: “The intent of this RFP is to award a contract to that responsible bidder whose proposal, conforming to this RFP is most advantageous to the State, price and other factors considered.”

Along with general offshore wind consulting services, the company that wins the contract will assist the NJ BPU in evaluating the economic, financing and engineering feasibility of proposed offshore wind projects.

“The expertise sought will assist the BPU in reviewing and evaluating offshore wind project proposals, consistent with the Offshore Wind Economic Development Act, specifically, the technical feasibility of proposals, the energy producing capacity underlying project economic performance, energy pricing, cost/benefit analysis, job creation, project financing and the public subsidy requested,” the RFP reads.

The authority seeks bids from companies that already have certain experience in working with electric generation project development and perform energy economic and engineering consulting.
