TEC to Survey Cockenzie Energy Park Site to Accommodate OW Industry

Scottish Enterprise has awarded The Environmental Consultancy Ltd (TEC) a contract for Inshore Ecological Surveys in Cockenzie, where it plans to create a manufacturing facility to service the offshore wind industry.

Scottish Enterprise has undertaken initial feasibility (including the preparation of a feasibility study and outline development framework) for development of an “Energy Hub” at the former Cockenzie Power Station located on the East coast of Scotland.

The outline proposals include construction of a deployment quay for offshore renewables, preparation of development plots to accommodate a range of uses including manufacture of offshore wind components and associated site servicing. Scottish Enterprise understands that, if it wishes to implement these proposals, it will require an Environmental Impact Assessment (EIA) to support various consenting streams, which may include applications for a Harbour Empowerment Order, Marine Licences and Planning Permission in Principle.

Inshore surveys will have been completed for the period September 2013 to end August 2014. Consenting bodies have now recommended in their Scoping Responses that two full years of survey data is collected for inshore bird surveys. Inshore (boat-based) ornithological surveys are now required for the period approx. September 1, 2014 to August 31, 2015 to complement the first year of survey activity and support and inform the EIA/HRA of development proposals at the site.
