German Economic Minister’s Green Book can set the right course for political process to produce a new power market design, says German Wind Energy Association (BWE).
“We will actively take part in the consultation process for a new power market design. As representatives of the wind sector, we will work with other parts of the renewables industry to make specific proposals that underscore how we can ensure the reliability of power supply,” Hermann Albers, President of the German Wind Energy Association BWE , comments on the German Economic Ministry’s Green Book entitled “A power market for the Energiewende”, which was published at the end of October.
“The Energiewende is running full steam ahead. It is clear that the process can no longer be stopped. Up to now, the focus has been on generating inexpensive wind power in the north. Peak loads occur in quite different geographical regions. The German government needs to produce a regulatory framework that ensures the growth of renewables in all German states while simultaneously optimizing the grid in order to make inexpensive wind power available to southern Germany in particular. The goal must be to provide incentives for flexibility instead of bailing out coal plants. Only then will we be able to prevent to price owns from coming about to the detriment of the south.
We are also certain that the further growth of renewables will mean that fossil generation capacity has to be decommissioned. There needs to be a legal framework for this process, which will certainly last 20 to 25 years. The result would be planning reliability for the operators of these power plants, but also better profitability for flexible gas turbines, for instance, which will be needed in a future power supply,” Albers argues.
