Climate Investor One (CIO) and ST International (STI) have selected Modern Energy Management (MEM) as the Owner’s Representative to commence commercial operations on the 48 MW Tra Vinh Wind Power (TWPC) intertidal wind farm in Vietnam.
The TWPC has been under development since 2017. It is a joint investment venture by Climate Investor One – a blended finance facility delivering renewable energy infrastructure projects and South Korean energy company ST International.
MEM’s scope of work for the TWPC intertidal wind farm included overall project management, followed by technical and design support and managing the tender for EPC services to include technical support during the contract negotiations. After completing initial phases of the TWPC project, MEM has now been selected by investors to close the project and initiate commercial operations on behalf of the owners.
”TWPC is expected to begin commercial operations prior to 01 November 2021, making it one of the first intertidal wind projects to achieve commercial operations under the current FiT scheme in Vietnam,” said Lars Lund , MEM’s Project Director.
As power demands in Vietnam are expected to double between 2020 and 2030, the country is targeting to have 6 GW of installed wind capacity by 2030. The current Feed-in-Tariff (FiT) is about to gradually decrease after 01 November 2021.

The Tra Vinh Wind Power (TWPC) intertidal wind farm is a 48 MW nearshore wind project located in Tra Vinh province, South Vietnam.
According to CIO’s estimates, the Tra Vinh wind farm is expected to provide 181 GWh of electricity per year, avoid 69,983 tCO 2 or equivalent annually, generate 350 construction jobs and serve 127,822 people.
As the EPC contractor, Vestas is providing a turn-key solution with delivery, installation and commissioning of 12 V150-4.2 MW wind turbines, as well as the civil and electrical balance of plant.
