Baltic Power Opens Tender for O&M Base

PKN Orlen and Northland Power Finalize Polish Offshore Wind Deal

Baltic Power, a joint venture between Polish PKN Orlen and Canadian Northland Power, has launched a tender for the preparation of documentation, implementation of an investment process, and the construction of an operations and maintenance (O&M) base which will serve the 1.2 GW Baltic Power offshore wind farm in Poland .

The base will consist of a social and office building, a warehouse, a trans-shipment quay adapted to handle 3-4 crew transfer vessels, roads and maneuvering places. The area will be equipped with the necessary technical infrastructure enabling the implementation of the basic tasks of the O&M base.

The existing quay, approximately 160 metres long, will be rebuilt by constructing a new quay slab supported on an independent load-bearing structure, so as to reinforce the existing quay structure. The riverbed in front of the quay will require dredging works and the implementation of the appropriate riverbed strengthening.

The base area will be connected to a public road, all necessary utilities including wireless connectivity will be provided, rainwater will be treated prior to discharge to the appropriate receiver, depending on the type of activity and place of discharge, according to the tender document.

Baltic Power plans to award an EPCI contract to a contractor who will be responsible for preparing the documentation and obtaining its arrangements, conducting the investment process together with obtaining appropriate administrative decisions enabling the construction of the O&M base, and for building the base for the needs of the Baltic Power Offshore Wind Farm together with all its devices, networks and equipment necessary to start the operation of the facility.

Baltic Power is now receiving confirmations of interest and prequalifying bidders, and will send a Request for Proposal (RFP) to tenderers who passed the prequalification process in April.

The contract awarded under this tender will start in July 2022 and run until November 2024.

Poland’s Energy Regulatory Office awarded a contract for difference (CfD) to the 1.2 GW project in June last year and PKN Orlen and Northland Power announced in December 2021 that contracts for the project would be awarded in the next six months.

The offshore wind farm, located approximately 23 kilometres north of the Baltic Sea coastline, in the vicinity of Choczewo and Łeba, is expected to enter construction in 2023 and to be completed in 2026.
