Semco Maritime Wins Work on Taiwan’s Round 3 Offshore Wind Project

Semco Maritime has received an order for a conceptual design study for a 500 MW offshore substation, including a jacket foundation, for Swancor Renewable Energy’s Formosa 4 offshore wind project in Miaoli County, Taiwan.

The Danish company will carry out the scope of work with assistance from partners PTSC M&C in Vietnam, ISC Consulting Engineers in Denmark, and WSP in Taiwan.

Under the contract, ISC Consulting Engineers is responsible for the conceptual design and layout of the offshore substation and jacket structure, while PTSC M&C will contribute with the estimation of construction and fabrication for the offshore substation and jacket, and with input to the overall project programme.

WSP will act as an auxiliary arm to the project and will assist with the local supply chain to ensure compliance with local content requirements, as well as with the Taiwanese authorities and ensure that the conceptual design study and documentation will comply with local standards and requirements.

The conceptual design project documentation will be prepared partly in Denmark, partly in Taiwan, and thereby implement the recently released localisation requirements for the 3rd bidding round in Taiwan, Semco Maritime said.

“We will try to include as much locally manufactured equipment in the Conceptual Design project as possible and in compliance with required standards for the offshore substation and balance of plant” , the Danish company said.

Swancor Renewable Energy has submitted an Environmental Impact Assessment (EIA) for its Formosa 4 project, which entered the review process at Taiwan’s Environmental Protection Agency (EPA) this month and is one of two projects the developer is preparing for Round 3 bidding, and one of the total of nine projects now undergoing EPA’s review.

The Round 3 offshore wind tenders in Taiwan will be procuring project development for wind farms scheduled to go online from 2026 to 2035, with the first phase to be held for projects that will be put into operation in 2026/2027.

Swancor Renewable Energy announced in September 2020 that it planned to develop a 4.4 GW portfolio of new offshore wind projects off Miaoli County, after taking part in the development of Formosa 1, Taiwan’s first commercial offshore wind, and Formosa 2.

The projects were dubbed Formosa 4-1, Formosa 4-2, and Formosa 4-3, with bottom-fixed Formosa 4-3 later re-named to Formosa 4 and the floating project Formosa 4-2 to Formosa 5 , to align with the bidding mechanism under the guidelines for the Round 3 auction published by the Ministry of Economic Affairs.

Swancor officially submitted the Environmental Impact Assessment report for the 4.4 GW development to Taiwan’s Bureau of Energy in December 2020, saying it was the first to hand in the EIA report ahead of other players contending for the Third Zonal Development of Offshore Wind.
