CWind Taiwan Inks Balance of Plant Operations and Maintenance Deal

CWind Taiwan has been awarded a contract to provide Balance of Plant (BoP) operations and maintenance (O&M) services for the Changfang & Xidao (CFXD) and Zhong Neng (ZN) offshore wind farms .

Under the six-year contract, CWind Taiwan’s scope of work will include topside and subsea inspection, maintenance and repair (IMR) of jacket foundations, subsea cable surveys, spare cable storage, onshore substation IMR, and overall project management services.

The company, a joint venture between International Ocean Group (IOG) and CWind, will also carry out all the offshore logistics for the three wind farms, which will be provided by the firm’s fleet of crew transfer vessels (CTVs).

As part of the package, CWind Taiwan will work with several local companies including E & Y ELECTRIC which will provide electrical inspection services and IOG which will provide cable burial survey, multibeam and side scan surveys.

In order to conduct subsea structural inspections, CWind Taiwan will deploy survey-class remote-operated vehicles (ROVs).

“By delivering all their Balance of Plant O&M requirements we will help both CFXD and ZN maximize their windfarms’ performance and revenue generation through their operational lifetime by innovating and optimizing our solution, and continuing to develop Taiwan’s domestic supply chain”, said Tom Manning , General Manager at CWind Taiwan.

The 589 MW Changfang & Xidao wind farm will comprise 62 Vestas 9.5 MW wind turbines, the first of which was just installed some 15 kilometres off the coast of Changhua County.

A network of approximately 73 kilometres of 66kV inter-array cables will be used to connect turbine strings.

The offshore wind project – owned by Copenhagen Infrastructure Partners (CIP), which holds the majority stake, and by two local life insurance companies, Taiwan Life Insurance, and TransGlobe Life Insurance –is scheduled to be commissioned in early 2024.

The 298 MW Zhong Neng offshore wind project is being jointly developed by CIP and Taiwan-based China Steel Corporation (CSC).

Located next to CFXD, the wind farm will feature 31 Vestas V174-9.5 MW turbines. Once completed in 2024, the project will generate enough clean power to supply up to 300,000 Taiwanese households annually.
