Siemens Gamesa Inks Hai Long Offshore Wind Turbine Deal

Siemens Gamesa and Hai Long Offshore Wind Project have signed the Turbine Supply Agreement and Service and Availability Agreements covering the Hai Long 2A, Hai Long 2B, and Hai Long 3 wind projects offshore Taiwan.

The projects, which will use 73 SG 14-222 DD turbines, are Siemens Gamesa’s largest offshore wind power signing in Taiwan to date.

Signed at the Energy Taiwan trade fair in Taipei, the agreement also includes a 15-year service contract, with an option to extend it to 20 years.

Among other things, Siemens Gamesa will provide offshore logistics and operations and maintenance (O&M) service facilities for all three projects.

Hai Long has granted Limited Notice to Proceed with the signing of the Turbine Supply Agreement.

The issuance of the full Notice to Proceed and subsequent booking of the Hai Long projects as a firm order is expected in 2023.

“The Turbine Supply Agreement is both the biggest construction contract that will ever be awarded for the Hai Long Project, as well as an enabler of the expansion of Siemens Gamesa’s nacelle factory”, said F elipe Montero , Hai Long Offshore Wind’s project director.

The SG 14-222 DD offshore wind turbines are planned to be installed 50 kilometres off the coast of Changhua County.

Each unit will have a capacity of 14 MW and feature a rotor diameter of 222 metres. The turbine uses 108-metre-long Siemens Gamesa IntegralBlades.

Hai Long Offshore Wind Project recently signed the jacket foundations fabrication contract with Samkang M&T to supply a total of 52 units to the Hai Long 2B and Hai Long 3 offshore wind projects.

The 300 MW Hai Long 2A is subject to localisation requirements and Siemens Gamesa decided to expand the localisation opportunities on the 232 MW Hai Long 2B and 512 MW Hai Long 3.

One example is the Taiwanese production of nacelles, including local sourcing of key components.

Last month, Siemens Gamesa announced the expansion of its offshore nacelle assembly facility in Taichung which is expected to begin operation in 2024.

The factory expansion will more than triple the plot area up to 90,000 square meters, and more than triple the number of Siemens Gamesa people working locally.

Among new elements, the expansion will broaden the production scope, creating two new production halls and a new warehouse on the extended plot.

“We’re supporting the Industrial Relevance Plan by the Taiwanese government in establishing a local offshore wind supply chain, cultivating more local talents, and efficiently unlocking a lower cost of electricity for the market”, said Niels Steenberg , Chairman and Managing Director at Siemens Gamesa Renewable Energy, Offshore Wind.

Hai Long Offshore Wind, a consortium comprising of the Canada-based independent power producer Northland Power, Yushan Energyfrom Singapore, and Japan’s Mitsui & Co., Ltd., expects to begin construction in 2024 and to commission the wind farms in 2025-2026.
