James Fisher Renewables (JF Renewables) has partnered with TÜV SÜD to provide engineering consultancy and project management services to Foxwell on the Taiwan Power Company Offshore Wind Farm Phase II (TPC Offshore Phase 2) in Changhua.
The partners will act as impartial and independent mediator between Foxwell and the wind turbine original engineering manufacturer. The offshore wind farm will consist of 31 Vestas V174-9.5 MW wind turbines .

JF Renewables’ contract will support TPC Offshore Phase 2 from early construction to development in its first year, with the view to expand the scope into additional services, including operations and maintenance.
JF Renewables will provide project management oversight and administer, coordinate, and test the project.
In addition, it will undertake vital Health, Safety, and Environment (HSE) management, and inspection activities, as well as oversee claims and payment certificates.
“For Taiwan in particular, having experienced offshore wind project delays due to supply chain challenges from the pandemic and a lack of local resources, our role is critical to ensure smooth execution and timely delivery within budget”, said Matthew Paterson , Operations Director for APAC region at JF Renewables.
The 300 MW TPC Offshore Phase II was one of the eleven offshore wind projects selected by the Taiwanese government in April 2018 to be developed by 2025.
The wind farm is located approximately 14.7 kilometres west of Lukang in Changhua County.
Foxwell Energy, an affiliate of Shinfox, won the tender from Taipower for the development of the TPC Offshore Phase II at a total contract cost of TWD 62.88 billion (EUR 2.02 billion) in June 2020. Shinfox is the renewable energy branch of the Foxlink Group.
