The floating wind tender comprises three stages: the currently running Preliminary Qualification Questionnaire (PQQ) stage, followed by the Invitation to Participate in Dialogue (ITPD), and Best and Final Offer (BAFO) as the final stage.
Through the PQQ , interested parties can apply and demonstrate their technical and financial capabilities, information which the government will then use to shortlist five highest-ranking companies for the next stage, if more than five prequalify.
The selected candidates will submit initial proposals in the ITPD stage, with the proposals serving the dialogue phase, after which the government will then launch the BAFO stage when final and detailed project proposals are submitted. Only the offers submitted during the BAFO call will be considered binding.
The government has identified two sites where the floating wind farm would be built and left it to the developers to choose the site and indicate which portion of it would be developed.
